A teenager who repeatedly committed sexual harassment and made prank calls targeting the family of a woman in her 30s who has been missing for over three months in Jeju Island has been caught by the police. This is a malicious secondary victimization crime exploiting the desperate feelings of grieving family members searching anxiously for their missing loved one whose fate remains unknown.
On the 22, the National Office of Investigation announced that it arrested a teenage male, 'A', under charges of violating the Stalking Punishment Act for making mocking contacts with the missing person's family several times. According to police investigations, A made a total of 17 text messages and prank calls to the family contact number disclosed on the missing person flyers. In particular, it was revealed that A even sent unspeakable sexual harassment messages to the family, stating, "If you let me hear your groaning sounds, I'll help you find the missing person."
Deeming A's crime serious, the police simultaneously executed an arrest and issued 'Emergency Urgent Measure No. 2', which completely prohibits access utilizing telecommunications. A police official emphasized that false tips, prank calls, and derogatory acts targeting the missing person's family are explicit crimes and stated plans to sternly punish them in accordance with relevant laws.
Meanwhile, the missing person targeted in the crime, Jang Mi-ran (37), has been unaccounted for since leaving her home in Hanlim-eup, Jeju City on the night of May 12. As the missing person case prolongs, critics point out the urgent need to establish a legal safety net capable of fundamentally blocking secondary victimization against bereaved families using information and communication networks.
