As the amendment to the Criminal Procedure Act, which aims for the "complete abolition of prosecutors' supplementary investigation powers," was submitted to the National Assembly plenary session on the 30th, members of the Democratic Party of Korea simultaneously walked out of the plenary chamber, creating a stark legislative standoff.
When the amendment was introduced at the 3rd plenary session of the 437th extraordinary session of the National Assembly that day, the People Power Party immediately entered into a filibuster (unlimited debate) to block the bill's processing.
However, as Rep. Joo Ho-young of the People Power Party, the first speaker, took the podium and began opposing the bill, Democratic Party lawmakers stood up en masse and left the plenary chamber. This is interpreted as an intentional collective action to thoroughly boycott the ruling party's opposition debate against the opposition party's push for the bill.
Consequently, the filibuster continued amidst the empty seats of the majority party. In accordance with the National Assembly Act, the Democratic Party is expected to process a motion to forcibly end the debate on the 31st, 24 hours after the filibuster begins, and then push through the vote on the amendment.
